A three-member commission that is appointed by the Village President with the advice and consent of the Board of Trustees. Commission members shall not be related, either by blood or marriage up to the degree of first cousin, to any elected officer of the Village of Westchester. The Commission shall have the following duties.

To Promulgate procedures and rules governing the performance of its duties and the exercise of its powers.

Upon receipt of a signed, notarized, written complaint, to investigate, conduct hearings and deliberations, issue recommendations for disciplinary actions, impose fines in accordance with Section 2.96.070 of this chapter and refer violations of Section 2.96.030 or 2.96.040 to the appropriate attorney for prosecution. The commission shall only act upon the receipt of a written complaint alleging a violation of Chapter 2.96 of the Westchester Municipal Code.
Anyone wishing to submit a complaint must submit one that is written, signed and notarized. S. Postal Service or other carrier.
