The U.S. Small Business Administration (SBA) was created in 1953 as an independent agency of the federal government to aid, counsel, assist and protect the interests of small business concerns, to preserve free competitive enterprise and to maintain and strengthen the overall economy of our nation. The SBA helps Americans start, build and grow businesses. Through an extensive network of field offices and partnerships with public and private organizations, SBA delivers its services to people throughout the United States. The SBA administers various programs for small businesses.
DCEO’s Office of Business Development administers a wide array of programs and services designed to help Illinois businesses thrive in todays economy. They offer expansion incentives, technology support services, access to capital, global marketing expertise, and job training and education for workers. Their trained staff is committed to forging partnerships with the private sector in an effort to build upon Illinois’ reputation as a world class center for business and industry. This includes a strong emphasis on programs designed to provide small businesses with the resources they need to succeed and grow their business opportunities.
The Economic Development Division of the Department of Planning and Development (DPD) manages programs designed to help businesses grow, expand and create jobs. Our programs include:
- Property Tax Incentives (Class 6b, Class 7, Class 8)
- BUILT in Cook Loan Programs
- Industrial Growth Zones
- Private Activity Bonds
Loan amounts between $300 to $250,000
Loans between $150,000 AND $4,000,000. Funds for commercial real estate, business acquisition, equipment, debt refinance, and permanent working capital.
Small Business Development Centers (SBDCs) provide a wide array of technical assistance to small businesses and aspiring entrepreneurs supporting business performance and sustainability and enhancing the creation of new businesses entities. These small businesses in turn foster local and regional economic development through job creation and retention as a result of the extensive one-on-one long-term counseling, training and specialized services they receive from the SBDCs. The SBDCs are made up of a unique collaboration of SBA, state and local governments, and private sector funding resources.
Facade Improvement Grant
The Village is offering a façade improvement program for commercial areas located along Roosevelt Road, Cermak Road between Mannheim Rd & Sunnyside Ave and Mannheim Road. The Village continues to encourage private investment in commercial buildings through a program, which offers incentives to property owners that improve the quality of their storefronts. The façade improvement grant is designed to promote significant storefront improvements in the Village's commercial areas. Under the Façade Improvement Program, property owners are eligible to apply for grants of up to 50% of the cost of improving their storefronts or building facades. These grants are provided in recognition of the positive impact that individual façade renovations can have on the overall appearance of the image of the area.
Purpose
To support rehabilitation and preservation of commercial property; encourage new business; and retain, revitalize, and expand existing business in Westchester.
Approval
Based on the merit and design of project upon review by Economic Development Committee (EDC) and Village Board. The Village reserves the right to prioritize applications on the basis of scope of work, level of private investment, and relative impact of the proposed improvements on the business district.
Assistance
Property owners who propose to install at least $5,000 of total improvements, are eligible to receive a grant equal to 50% of eligible costs, up to a maximum grant of $7,500. The maximum amount of the grant will be computed on the basis of two hundred fifty dollars ($250) per linear foot of building frontage.

- Window display area remodeling
- Exterior lighting
- Replacement of windows or doors
- Landscaping adjacent to building
- Restoration of original architectural features
- Sign replacement or repair
- Other improvements which are visible from the street and have a positive impact on the appearance of the building

In an effort to drum up more customers for our businesses, the Village is offering businesses the opportunity to advertise in the Village newsletter. About 7,200 homes receive the newsletter. The Village distributes packets of information to new residents when they come in to set up their new utility bills and register new vehicles. The Village is offering the opportunity to businesses to include literature in the packet for new residents.

The WCC holds various networking opportunities each month and member benefits include:

- New member recognition within the chamber ad of the monthly Village of Westchester Newsletter mailed to over 7,000 homes and businesses in Westchester

Sign Information
A sign permit is required for installation of ground signs, wall signs, and temporary signs and governed under the Village's Sign Ordinance. The Sign Ordinance provides regulations for the size, number, and placement of signs. Sign regulations can be found in Chapter 18.58 of the Municipal Code. Signs must be renewed on an annual basis and are based on the current year fee schedule. Contractors must have a valid Village of Westchester Contractor's Registration before issuance of a sign permit.

Typically, ribbon-cutting events are attended by elected and appointed officials, representatives from the Chamber of Commerce and the Economic Development Committee as well as residents and others interested in learning more about your business.

Business Disaster Preparation Resources
An estimated 25 percent of businesses don’t open again after a major disaster, according to the Institute for Business and Home Safety. Protect your small business by identifying the risks relevant to your location, both natural and man-made. Then, keep your plan of action updated. Businesses and their staff face a variety of hazards:

Illinois Economic Injury Disaster Loan
Illinois Small Business Emergency Loan Fund:
- Low-interest loans of up to $50,000 for small businesses in every industry outside of Chicago. Applications will be available on DCEO’s website by Friday, March 27.
Hospitality Emergency Grant Program:
- This new $14 million grant program aims to help small hospitality businesses make ends meet, providing up to $25,000 to eligible bars and restaurants and up to $50,000 for eligible hotels. Applications are available today on DCEO’s website and are due by April 1 at 5 p.m. All valid, eligible applications received within the five-day window will be entered into a lottery, and grant winners will be notified on April 4.
