Village Board Changes the Vehicle License Renewal Due Date
The Village Board in their efforts to made procedures at Village Hall more customers friendly decided to change the due date for vehicle licenses from February 15th of each year, to April 30th. In the past residents were mailed vehicle license renewal forms in early December, with payment due no later than February 15th of the following year. Because of the mailing went out over the holiday period when winter condition may have been a hindrance for residents to place their new stickers on their windshields, the Village Board decided that it would be more convenient to residents to pay their vehicle license fees at a later time when weather conditions were more favorable to taking stickers off the windshield and affixing the new license sticker.
At their July 20th 2010 Board Meeting the Village Board changed the due date from February 15th to April 30th of each year, extending the current vehicle license period from February 15, 2011, to April 30, 2011. Renewal forms will be mailed to residents during early March, 2011. Vehicle license rates have not changed, and the penalty for purchasing a vehicle license after the due date will stay the same. The late payment penalty is double the original vehicle license fee, e.g. passenger cars vehicle license fee is $35, and the late renewal fee is $70.
Residents are reminded that they must purchase a vehicle license for all vehicles housed in Westchester, as well as for all vehicles that are registered through the State of Illinois with a Westchester address, e.g. vehicles that may be used at a second resident, but registered to their Westchester address, are required to have a Westchester vehicle license.
Village Board Implements New Vehicle License Rate for Antique Vehicles
Residents who own an antique vehicle and have a State of Illinois antique license plate will now be able to purchase a $10 annual village license fee, rather than paying the $35 passenger vehicle fee. The Village Board decided that vehicles with State of Illinois antique plates are meant to travel infrequently on the streets, and should not be required to pay the same fee that a regular passenger vehicles that frequently use the Village’s streets.
Residents are reminded that they must purchase a vehicle license for all vehicles housed in Westchester, as well as for all vehicles that are registered through the State of Illinois with a Westchester address, e.g. antique vehicles not housed in Westchester, but registered to a Westchester address, are required to have a Westchester vehicle license.

Utility Billing Information
Residents are billed quarterly for their water usage. The current rate is $5.78 per 1,000 gallons with a 9,000 gallon minimum usage charge, or $52.02 per quarter. Sewage is billed at a rate of $1.00 per 1,000 gallons. Included in your utility bill are charges for rubbish service. Rubbish is billed in advance of service.

Animal
Licenses must be obtained yearly by
dog and cat owners from the Westchester
Police Department. Licenses are valid from
January 1 through December 31 and may be
obtained from December 1 through February
15. Dog owners must produce proof of rabies
vaccination in order to obtain a license.
Licenses are free of charge.

Garbage
Collection
Garbage Collection Schedule

Garbage and
rubbish are picked up by a private
contractor from curbs and alleys once a
week. When a scheduled pick-up falls on a
holiday, collection will be made the
following day. The current rate is $60.21
per quarter which is shown on the water
bills. Village ordinance requires all
garbage be covered and not placed in paper
bags or boxes for collection. The burning
of leaves and garbage is prohibited.
Village crews will remove tree branches from
the parkway upon notice. Call the Village
at (708) 345-0020.
Rubbish
Rate Increase: The rubbish rate has
changed from $57.90 to $60.21, a 4% increase
due to notification from Waste Management,
effective 7/1/08. Senior rate (for those 65
or older): $54.30.

Recycling
Recyclables are picked up once per week on a
day assigned by the village contractor. The
village program includes newspapers, colored
glass, aluminum, tin cans, type 1 and 2
plastics and cardboard. Recycling bins
should be placed at the curb on the
appointed day. Recyclables are picked up at
the curb only, even if normal garbage pickup
is in the alley. For a complete list of

Some “Basic” refuse service information
from Waste Management |
1) The program is a “take all” community provided guidelines are followed….additional bags & cans ( with handles not exceeding 33 gallons ) should not weigh more than 50 Lbs.
2) One (1) large bulk item will be picked up each week at no charge …such as furniture, mattress/box spring, cabinet, bicycle, etc.
3) Carpeting must be prepared properly cut/ tied / bundled in 4 ft. lengths no bigger than 2ft. around with a maximum weight of 50 Lbs.
4) Tires are no longer acceptable due to EPA regulations ……residents should check with their local tire stores .
5) Unacceptable Refuse: Large automotive parts, concrete, gravel/dirt, batteries, oil based and latex fluid paint products (latex dried out cans will be taken), oil, antifreeze, insecticides, medical waste,
Construction debris, fencing, and materials too large for one person to handle.
6) “White Goods” such as air conditioners, dehumidifier, dishwasher, dryers, furnace, stove, washer require WM be notified for pick up at least 24 hours prior to normal service day and is included in service at no additional charge to resident.
7) Recyclables should be placed in blue recycle cart, any excess can be put in 18 gallon bin. No separation of materials is required-comingle all paper products ( magazines, newspapers, office paper, junk mail, etc. ), glass bottles( all colors), aluminum / bi metal cans, plastic containers #1 thru #7, cardboard boxes ( must be prepared properly….flattened and bundled into 4ft lengths not weighing more than 50Lbs. ).
8) All refuse and recyclables need to be placed out on your service day by 6:00 AM.
