Every prisoner committed to the house of correction of the city of Chicago by the police magistrate of the village of Westchester, Illinois, for a violation of any ordinance of the village of Westchester shall be allowed for each days’ work, exclusive of his or her board, the sum of two dollars, which shall be applied in payment and satisfaction of the fines and costs imposed upon such person.
